My wife, Rosemary, wrote a wonderful letter to the editor of the OC Register which, of course, was not printed. So, I decided to "print" it myself by sending it out on the Internet. Pass it along if you feel so inclined.
Written in response to a series of letters to the editor in the Orange County Register.
Dear Editor:
So many letter writers have based their arguments on how this land is made up of immigrants. Ernir Lujan for one, suggests we should tear down the Statue of Liberty because the people now in question aren't being treated the same as those who passed through Ellis Island and other ports of entry.
Maybe we should turn to our history books and point out to people like Mr. Lujan why today's American is not willing to accept this new kind of immigrant any longer. Back in 1900 when there was a rush from all areas of Europe to come to the United States, people had to get off a ship and stand in a long line in New York and be documented. Some would even get down on their hands and knees and kiss the ground. They made a pledge to uphold the laws and support their new country in good and bad times. They made learning English a primary rule in their new American households and some even changed their names to blend in with their new home.
They had waved goodbye to their birthplace to give their children a new life and did everything in their power to help their children assimiliate into one culture. Nothing was handed to them. No free lunches, no welfare, no labor laws to protect them.
All they had were the skills and craftsmanship they had brought with them to trade for a future of prosperity. Most of their children came of age when World War II broke out. My father fought alongside men whose parents had come straight from Germany, Italy, France and Japan. None of these first generation Americans ever gave any thought about what country their parents had come from. They were Americans fighting Hitler, Mussolini and the Emperor of Japan. They were defending the United States of America as one people. When we liberated France, no one in those villages were looking for the French-American or the German-American or the Irish-American. The people of France saw only Americans.
And we carried one flag that represented one country. Not one of those immigrant sons would have thought about picking up another country's flag and waving it to represent who they were. It would have been a disgrace to their parents who had sacrificed so much to be here. These immigrants truly knew what it meant to be an American. They stirred the melting pot into one red, white and blue bowl.
And here we are in 2006 with a new kind of immigrant who wants the same rights and privileges. Only they want to achieve it by playing with a different set of rules, one that includes the entitlement card and a guarantee of being faithful to their mother country. I'm sorry, that's not what being an American is all about.
I believe that the immigrants who landed on Ellis Island in the early 1900's deserve better than that for all the toil, hard work and sacrifice in raising future generations to create a land that has become a beacon for those legally searching for a better life.
I think they would be appalled that they are being used as an example by those waving foreign country flags. And for the suggestion about taking down the Statue of Liberty, it happens to mean a lot to the citizens who are voting on the immigration bill. I wouldn't start talking about dismantling the United States just yet.

School District employees are fortunate to still have their medical insurance.

Tax Amnesty Plan Proposed At June26th,2006 Board Meeting
Keith Stamm presented a plan to bring a possible $3,000,000 to the Reading School District. We would give homeowners the opportunity to pay their back taxes without incurring any past penalties.
The homeowners would be given approximately three months to do this. Business Manager Dennis Kelley thought it was a good idea. Board President, Mr Pierre Cooper instructed Dennis to look at other cities such as Philadelphia that had success with a similar program.
One advantage is it keeps the school district out of court,and saves the district attorney fees!

Former State School Superintendent Linda Schrenko Sentenced to Eight Years in Federal Prison
Atlanta, GA - Former Georgia School Superintendent Linda C. Schrenko, 55, of Grovetown, Georgia, was sentenced today by United States District Judge Clarence Cooper to eight years in federal prison and ordered to pay restitution of $414,887.50 for conspiring to steal public funds and launder them into her failed gubernatorial campaign in 2002. Schrenko, who pleaded guilty on May 10, 2006, to fraud and money laundering charges a week and a half into her trail, also surrendered her personal vehicle to be applied to restitution, and paid a special assessment of $200.
United States Attorney David E. Nahmias said about the case, "As Judge Cooper told Ms. Schrenko in court today, her sentence should send a strong message to those who would abuse the public trust to enrich themselves. Ms. Schrenko is facing eight years in federal prison for stealing public funds meant for the education of Georgia's children and using those funds for a political campaign and personal gain. But her sentence is shorter than it could have been, because she finally accepted responsibility, pleaded guilty, and agreed to cooperate to help ensure that her co-conspirators would also face justice. Those who violate the public's trust must expect one day to face serious consequences".
FBI Special Agent In Charge Greg Jones said of the case, "As citizens of Georgia, we expect our elected officials to be faithful stewards of taxpayer's money and of the public's trust. When that trust is betrayed, citizens can expect that the FBI will work diligently along with the United States Attorney's Office to seek justice and restore public confidence in government. We want to thank our colleagues at the United States Department of Education for their assistance in this investigation".
John P. Higgins, U.S. Department of Education Inspector General, said, "I am proud of the Contribution of OIG Special Agents in holding former Superintendent Schrenko accountable for her fraudulent activity. The misappropriation of federal education dollars by Ms. Schrenko and her co-conspirators came at the expense of Georgia students, as well as the American taxpayer. That is unacceptable. My office will continue to aggressively pursue those who seek to defraud federal education programs at the expense of our nation's students".
According to Nahmias, the plea agreements and evidence in the case: In the summer of 2002, Schrenko, who at the time was the State School Superintendent of Georgia, and her former Deputy Superintendent, Merle Temple, conspired with Stephan Botes, the owner of a computer consulting company, to fraudulently obtain over a half million dollars of federal funds administered by the Georgia Department of Education. The evidence showed Schrenko personally ordered the Georgia Department of Education to issue checks in the amounts under under $50,000, totaling over $500,000 to various companies owned and controlled by Botes, purportedly to provide computer licenses and services to the Atlanta Area School for the Deaf, the Georgia School for the Deaf, and the Governor's Honors Program.
Schrenko personally ordered payments to Botes' companies at a time when no services had been performed and no contracts for services existed. Schrenko directed the Department to issue 11 checks on one day, July 24, 2002, in amounts just under $50,000, the maximum amount allowed by her signature alone. The monies ostensibly were to go for services to be provided to the Atlanta Area School for the Deaf, Georgia School for the Deaf, and the Governor's Honors Program. However, products and services were not provided, and approximately half of the fraudulent proceeds were secretly funneled into Schrenko's campaign and to third parties to pay expenses for the campaign. The indictment charged that after Schrenko's unsuccessful campaign to run for governor, she used $9,300 of the Education funds to pay for her own cosmetic surgery.

Flowcharts In Response To A Comment
Thankyou, for the recent comment on flowcharts. This gave me another idea to work on.
I think this might be a good senior project to flowchart administrative positions.
This was a wonderful experience when I worked at Carpenter Technology.I had the distinct priviledge of FlowCharting my job. I think it would be a neat experience for all involved.

I will continue to be the fiscal steward of the taxpayers dollars. I know this bothers many people,mostly many of my board colleagues. I thought they would have learned with their feel good seminar.
I have been attacked before,verbally and even asked to go outside. When I was at church sunday,I thought of all of you.
The minister said,"Be Strong in the Lord and have Strength in his Power" I Forgive all of you and wish you all the best!

Letter Received By Keith Stamm Regarding Cell Phone Bill Request From Mr.Pierre Cooper
Mr. Stamm:
In reviewing your request for all Reading School District cell phone bills from January to June of this year including the Superintendent's cell phone, I am requesting that you rescind your request because you have not justified why you are making such a request. We have gone down this road before to no avail. I see no reason to justify the manpower and additional cost of collecting the cell bills only to have most of the calls blacked out because of confidentiality. If you remember, the last time you requested this our solicitor ruled that all personal calls would be crossed off the cell phone bills. We as a district, in my opinion, wasted taxpayer money on a frivolous request because there was no justifiable reason for the request.
I have asked the Supintendent to hold off on your request unless you choose to withdraw it voluntarily until the full Board meets on July 25, 2006. If the Board chooses to honor your request, you will be given the information afterwards.
In reviewing your request for all Reading School District cell phone bills from January to June of this year including the Superintendent's cell phone, I am requesting that you rescind your request because you have not justified why you are making such a request. We have gone down this road before to no avail. I see no reason to justify the manpower and additional cost of collecting the cell bills only to have most of the calls blacked out because of confidentiality. If you remember, the last time you requested this our solicitor ruled that all personal calls would be crossed off the cell phone bills. We as a district, in my opinion, wasted taxpayer money on a frivolous request because there was no justifiable reason for the request.
I have asked the Supintendent to hold off on your request unless you choose to withdraw it voluntarily until the full Board meets on July 25, 2006. Keith Stamm, Pierre Cooper and Karen McCree walked around Reading High School. It was a very interesting afternoon.
Things that the three of us found: A ladder going up to the third floor in the back of the High School,The High School still lit like a Christmas from the night before, Cold chisels laying loose on the esplanade,and a cement bucket approximately 12 feet long & 5 feet wide hanging by a hydraulic crane.
I was taught that whenever you had a chance for hydraulic cylinders failing, you keep that crane or piece of equipment in the down position. Please, will someone listen before there is a catastrophe.
The construction site didn't have a secure fence around it.

I received a tip today about the possibility of Marijuana plants being grown at The Reading Public Museum.
I'm happy to inform the public that upon my investigation I didn't see any marijuana plants.
Certain people might be curious as to how Keith knows what the plants would look like. I had to do research, the same way as before when I investigated The Keith Haring exibit.

Cell Phones in Reading School District
Keith Stamm will make a formal request today for cell phone records. It has been almost 3 years since I originally reviewed these records.
I also will request seeing the superintendents cell phone bill. Taxpayers are paying for these phones and it is public information according to the law.

Flag at Reading High School
July 9th,2006
Keith Stamm passed the highschool last nite,and noticed that you could hardly see the American flag. I stopped my car on N.13thst and investigated why this situation was occuring.Upon futher investigation I found two lights not working that normally would shine on the flag.
I think when the rest of Reading High School can be lit like a Christmas tree,then we certainly can afford to replace some bulbs to have light shine on this American flag.
I think it is a sad day when we can't at least honor those who have served and died for this country.

What are we going to do ? Will we have to worry about getting malaria ?Will we be able to afford the insurance? Remember $5,000 was donated by Mr. Timochenko to Mayor McMahon. How much did this contribution really cost us ?

Evolution of the United States Flag
No one knows with absolute certainty who designed the first stars and stripes or who made it. Congressman Francis Hopkinson seems most likely to have designed it, and few historians believe that Betsy Ross, a Philadelphia seamstress, made the first one.
Until the Executive Order of June 24, 1912, neither the order of the stars nor the proportions of the flag was prescribed. Consequently, flags dating before this period sometimes show unusual arrangements of the stars and odd proportions, these features being left to the discretion of the flag maker. In general, however, straight rows of stars and proportions similar to those later adopted officially were used. The principal acts affecting the flag of the United States are the following:
- On June 14, 1777, in order to establish an official flag for the new nation, the Continental Congress passed the first Flag Act: "Resolved, That the flag of the United States be made of thirteen stripes, alternate red and white; that the union be thirteen stars, white in a blue field, representating a new Constellation".

Washington - a jury in Montgomery, Ala. convicted former Alabama Governor Don Eugene Siegelman and former HealthSouth Chief Executive Officer Richard Scrushy of conspiracy, bribery and fraud, Assistant Attorney General Alice S. Fisher for the Criminal Division and Acting U.S. Attorney Louis V. Franklin, Sr. of the Middle District of Alabama announced today.
Siegelman, 60, was convicted on seven of the 33 counts against him: one count of bribery, one count of conspiracy to commit honest services mail fraud, four counts of honest services mail fraud and one count of obstruction of justice. Siegelman was acquitted on charges of racketeering, honest services wire fraud, extortion, obstruction of justice, and 16 counts of honest services mail fraud. Scrushy, 53, was convicted on all of the six counts with which he was charged: one count of bribery, one count of conspiracy to commit honest services mail fraud, and four counts of honest services mail fraud. Siegelman's former Chief of Staff Paul Hamrick and his former Highway Director Gary "Mac" Roberts were acquitted on all charges.
Maximum penalties for the charges are as follows: conspiracy to commit honest services mail fraud, 5 years in prison; bribery, 10 years in prison and a $250,000 fine; honest services mail fraud, 20 years in prison and a $250,000 fine; obstruction of justice, 10 years in prison.
"With today's verdict, this jury sends the message that Americans will not tolerate the bribery of our public officials. Bribery of this sort-between a sitting governor and a corporate chief executive officer-has a devasting impact on public confidence in our government", said Assistant Attorney General Fisher. "The Justice Department will continue to aggressively investigate and prosecute corrupt public officials and those who conspire to corrupt them".
Siegelman was convicted of mail fraud arising from a pay-for-play scheme in which he exchanged official acts and influence for cash, property, and services from Alabama businessman and consultant Clayton "Lanny" Young. The jury found that Siegelman took thousands of dollars in bribes from Young to aid Young's business interests, including the awarding of contracts to companies controlled by Young. The jury also found Siegelman and Scrushy guilty of crimes arising from a bribery scheme in which Scrushy paid Siegelman $500,000 in laundered funds to obtain a seat on a state regulatory board governing HealthSouth.
"We know the jury worked hard to decide this case and we are pleased with their verdict", said Acting U.S. Attorney Franklin. Their verdict today sends a clear message that the integrity of Alabama's government is not for sale".
The case was prosecuted by Acting U.S. Attorney for the Middle District of Alabama Louis V. Franklin, Sr., and Assistant U.S. Attorneys Stephen P. Feaga and J.B. Former Connecticut DPW Bureau Chief admits making false statements during corruption investigation.
The United States Attorney's Office for the District of Connecticut announced that Richard F. Piotrowski, age 61, of Plainville, Connecticut waived indictment and pleaded guilty before Senior United States District Judge Peter C. Dorsey in New Haven to two counts of making a material false statement in connection with a public corruption investigation.
According to documents filed with the Court and to statements made in Court, Piotrowski formerly worked as the Bureau Chief of Facilities, Design and Construction for the Connecticut Department of Public Works (DPW). As the Bureau Chief, he had oversight for construction and maintenance of various state buildings and frequently communicated with private contractors and management firms that did business with the State of Connecticut. In addition, Piotrowski was a member of the five-person panel that met on April 23, 1999 to select the construction manager for the construction of the Connecticut Juvenile Training Facility (CJTS).
Because of his position at the Connecticut DPW and role in the CJTS project, Piotrowski was interviewed several times by agents of the Federal Bureau of Investigation and Internal Revenue Service - Criminal investigation during the investigation of corruption in state government, and Piotrowski provided information based on the agreement that his words would not be used against him. However, Piotrowski understood that he was not protected if the Government determined that he had provided materally false information.
In pleading guilty, Piotrowski admitted that he did, in fact, provide materially false information during the interviews. Specifically, Piotrowski admitted that he initially concealed from investigators that, prior to the selection of a construction manager for CJTS, a Connecticut DPW official told Piotrowski that Peter Ellef, the Co-Chief of Staff to the Governor of Connecticut, had spoken to him and wanted Tomasso Brothers Inc (TBI) to get the project; the official emphasized to Piotrowski that it was important to Ellef that TBI receive the project; and, as a result of the conversation, Piotrowski told the DPW official that he would relay the message to other members of the selection panel, which Piotrowski did do.
In addition, Piotrowski admitted, over the course of several interviews with federal investigators, he failed to disclose accurately and completely the things of value that he received from private state contractors for, or because of, his position in the Connecticut DPW.
Judge Dorsey has scheduled sentencing for September 11, 2006 at which time Piotrowski faces a maximum term of imprisonment of five years and a fine of up to $250,000 on each false statement count.
In October 2005, Ellef pleaded guilty to federal bribery and tax charges. On April 25, Judge Dorsey sentenced him to 30 months of imprisonment.
The United States Attorney's Office stated that the investigation is continuing.
This matter is being investigated by the Federal Bureau of Investigation and the Internal Revenue Service - Criminal Investigation. The case is being prosecuted by Assistant United States Attorney Nora R. Dannehy.

On Monday, October 8,2001, liberals running the Madison Metropolitan School District voted three to two to ban schools from leading children in the Pledge of Allegiance.
They didn't just ban the Pledge, though. They also banned schools from singing the words to "The Star Spangled Banner."
Fortunately, there was a public outcry against the school board's actions. In the end-under great public pressure and after more than eight hours of raucous and pasionate chants of USA, USA ,USA- the Madison school board voted six to one in favor of lifting the ban and letting schools lead kids in saying the Pledge or singing the national anthem.

Comments On Recent school budget debate

Dr. Frederick H. Gaige a board member, said a financial analysis of the board's spending and budget projections shows that the board might go as many as two more years without raising taxes.
" If we can keep our expenses down to three percent in the 4 years, we should be able to go 5 yrs without raising taxes."
Keith Stamm responded to this by saying to Dr. Gaige, did you tell this financial board that you gave lifetime health care to (7) administrators and their spouses.

Dr. Frederick H. Gaige a board member, said a financial analysis of the board's spending and budget projections shows that the board might go as many as two more years without raising taxes.
" If we can keep our expenses down to three percent in the 4 years, we should be able to go 5 yrs without raising taxes."
Keith Stamm responded to this by saying to Dr. Gaige, did you tell this financial board that you gave lifetime health care to (7) administrators and their spouses.
