The country needs and, unless I mistake its temper, the country demands bold, persistent experimentation. It is common sense to take a method and try it; if it fails, admit it frankly and try another. But above all, try something.

Your could be right about experimentation, but now unlike in Mr Roosevelt's time it can be really expensive. That is why State and National conferences are held to learn from each others experiments and sucesses and failures. It can be less expensive to visit a conference than to try each hair brained experiment!
