Really, is it just crime keeping good folks away?
I think that's only partially true. The other big factor is that there's really not a lot (aside from the Sovereign Centers) bringing people into the City.
Philadelphia, by contrast which houses a lot of our national treasures and has some very good restaurants and bars.
Reading has few (if any) really good restaurants downtown anymore and lacks things drawing people in (except the Goggle Works, of course).
Crime is the symptom (e.g. few jobs), but the problem is lack of draw.
