Its very simple, you would think a candidate for Mayor would know this. The reason it took 3 years, not 4 as you just misstated was because the administration won back management rights with the FOP through negotiation.Giving the Chief more leeway to do what he thinks is necessary. Regarding dogs, youv'e already had this explained to you, listen this time. The Mayor eliminated the marginally effective K-9 corps in 2004 as part of sweeping budget cuts which have gotten us on a sound financial footing, thanks to Tom McMahon and Mr. Churchill. At this moment it is being reinstated through private sector donations and should be up and running when Mayor Mcmahon is sworn in for his 2nd term in January 2008. Thanks..
