I think you're getting the message loud and clear. The Wyo Crowd, which clearly runs things, doesn't want their boy (TM) put in any jeopardy.
The fact that you've got a shot has them nervous and doing what they can to keep you down.
I'm pleased that you've gotten to them, but it's damn childish that they can't accommodate you, considering what you're dealing with.

It has nothing to do with Tom McMahon. It is the parade organizers that turned the request down. Rules are Rules. Tom has his vehicle to ride in, remember he is Mayor.
