I applaud their efforts regarding Real Estate (School Tax). The problem is that they didn't address the spending issues of schools.
If spending isn't addressed it won't matter how schools are funded because you will never have enough money. Most School Districts will always say the solution to their problems is that they need more money.
Money isn't always the answer to improve education.

Here's a way to lower school spending: get rid of varsity sports. I for one think it is appalling that many schools don’t have money for books, computers, science lab equipment or pay raises for the teachers, but they ALWAYS have the money for brand new football uniforms. Note that I am not suggesting we get rid of physical education, which if done correctly is an important facet of a well-rounded education.
