Letter Received By Keith Stamm Regarding Cell Phone Bill Request From Mr.Pierre Cooper

Mr. Stamm:
In reviewing your request for all Reading School District cell phone bills from January to June of this year including the Superintendent's cell phone, I am requesting that you rescind your request because you have not justified why you are making such a request. We have gone down this road before to no avail. I see no reason to justify the manpower and additional cost of collecting the cell bills only to have most of the calls blacked out because of confidentiality. If you remember, the last time you requested this our solicitor ruled that all personal calls would be crossed off the cell phone bills. We as a district, in my opinion, wasted taxpayer money on a frivolous request because there was no justifiable reason for the request.

I have asked the Supintendent to hold off on your request unless you choose to withdraw it voluntarily until the full Board meets on July 25, 2006. At that time, we as a Board, will discuss under what grounds a school member can request information from the school district. If the Board chooses to honor your request, you will be given the information afterwards.

You've gotta love that "the solicitor" requested that personal calls be blacked out.

I'm sure the summarized total of minutes/month and the related cost could be complied on demand, with little to no effort. Clearly the district's AP folks know that info, already.

If the employees have to "black out" their personal calls, that could be very time consuming, and, is, IMO, the real issue.

The fact that the district solicitor cited this as a concern pretty much indicates that district-paid air time minutes are effectively being stolen by all.

We reimburse all employees $45/month for cell - if your "business need" exceeds that, you're on your own.

Far better than having district paid cellular, IMO.

The phones should be district phones with NO persoanl calls allowed if they are not to be able to be viewed by the entity (the board) that is paying the bill. The Taxpayers have a right to view those bills as they are the real bill payers. They really should be public record after being paid as are contracts, minutes and the like!
