The flag currently only has one light illuminating it . This flag should have at least three lights shining on it,or one huge spotlight.
I am confident that our maintenance crew can fix this for the second time. If they can't I know several electricians who could. Thank you in advance for your'e efforts.

Have you ever checked into the U.S. codes for flying the American Flag? All that is needed is proper illumination. The government does not specify nor have they determined what proper illumination is. So as long as 1 light is on the flag that should be sufficient.
