Question #2, How can he be Tough on crime, if after (3) years rapes increase 60% in the first two months of 2007. ?????

Stop it with the dogs and data-mining. There's no surer way to begin your tenure as Mayor beholden to a bunch of [wacko] special interests.
The critical thinking skills of those employed by The Reading Eagle aren't strong. Their situational analysis is designed to sell papers - nothing more.
Ask Bill Heim what he needs and make it happen - even if it doesn't make front-page headlines.
Stop preaching that you'll be "tough on crime". Government's involvement with crime is a big enough (and corrupt enough) business, already. Tough on crime = blatant, legalized discrimination against Reading's indigent population.
People don't come into Reading because there are few worthwhile things in town. Reading needs to attract businesses and clean up the city. If that happens, the crime problem will be solvable.
