Harassment: Behavior intended to disturb or upset.

Frankly, it doesn't matter what anyone thinks - except for the Judge and Jury (if it gets that far). The right thing to do is to drop the criminal complaint, pending Mr. Cooper's resignation/dismissal from the school board, and your receipt of funds covering your loss.
