Several things are wrong at dismissal time. Taxi cabs should not be allowed to park in front of the main entrance for pick up. Parents need to pick up students on 13th street or in City Park. The bus drivers all need a seminar on how to drive on to Twelfth street.
Security guards need to line up on twelfth street from Walnut to Elm streets at dismissal time.

So instead of standing there and gawking at the scene, or talking on your cell phone, like you did, why wouldn't you try to help instead of just standing there?
